Partnership Oath System to Be Launched!
Exposed to prying eyes in their social life, many sexual minorities (*) suffer from prejudice and discrimination. In some cases, same-sex couples have difficulty applying for rental housing simply because they are same-sex couples. Thus, sexual minorities face many problems in their social life.
To eliminate such discrimination and problems and help sexual minorities live without worry together with those who they would like to spend their life together regardless of their sexual orientation and gender identity, we will launch the Fukuoka Prefecture Partnership Oath System.
Applicable to couples where both partners or one partner is a sexual minority, this system enables them to receive administrative services from the prefecture, including application for prefectural housing.
* Sexual minorities: Lesbians, gays, bisexuals, transgender persons, and other minorities in terms of sexual orientation and gender identity
Partnership Oath System
(1) System Overview
A couple where both partners or one partner is a sexual minority submits an oath to Fukuoka Prefecture on the pledge that they will cooperate with each other in their daily life and spend their life together, while the prefecture issues Partnership Oath Receipt Cards.
(2) Effective Date
From Friday, April 1, 2022
* Reservations are accepted by phone or e-mail to the Coordination Section, the Coordination Division, the Human Rights and Anti-Discrimination Bureau.
(3) Procedure
Submit an oath as a couple.
Have Partnership Oath Receipt Cards issued on the day of submission.
* The procedure is completed in a private room for the sake of the couple’s privacy.
(4) Features
- The back of the card has been designed so that the couple can provide the name of their child.
- The back of the card has been designed so that the card holder can provide the name of the partner as the person to whom his/her disease condition should be explained in normal times and in an emergency and from whom consent on his/her surgery and necessary treatment plan should be obtained.

Present the Partnership Oath Receipt Card. One partner needs to live together with a disabled person and drive a car for that person. |
