Regarding to Activation of the Priority Measures implemented in the Prefecture(As of July 30)

In response to this prefecture being an area chosen to enact priority measures, Fukuoka Prefectural Government's Corona Task Force held a meeting and these measures to be taken from August 2 (MON) to August 31 (TUE) were decided.

The Prefectural Government issued the Fukuoka Corona Alert on July 28 (WED), and requested people to refrain from unnecessary outings from July 29 (TUE), and to shorten business hours at restaurants from August 1 (SUN).

As of July 28 (WED), the hospital beds occupancy rate was still at Stage 2, so the prefectural government decided to enact the prefectural government’s own measures, and informed the national government that it would request the necessary measures based on the situation of the infection and the degree of urgency of the medical institutions.

Under these circumstances, on July 29 (TUE), Minister Nishimura sent a letter to our prefecture.

  • The rapid spread of the infection, with the number of new cases exceeding 10,000 for the first time in a single day nationwide, necessitates intensive countermeasures
  • From the perspective of preventing further spread of infection, especially in metropolitan and urban areas, experts have expressed grave concerns about Fukuoka Prefecture
  • That the provision of alcoholic beverages is not permitted in areas where priority measures are being taken to prevent the spread of the disease

In response to this, the government should consider applying necessary measures to our prefecture, since the measures for restaurants and other establishments under the new basic response policy are as severe as emergency measures. However, from a nationwide perspective, the national government has decided to apply only priority measures.

We also requested that the cooperation money be raised to the same level as the emergency measures, but it was kept at the level of the priority measures to prevent the spread of the disease. We will continue to request for an increase.

After these exchanges, today the national government decided to designate our prefecture as an implementation area for Priority Measures. In response to the government's decision, the prefectural government has decided on the details of the measures to be taken.
The areas to be addressed are as follows

1) Fukuoka City, Kitakyushu City, and Kurume City, which have a large downtown area, where about 80% of the restaurants in the prefecture are concentrated, and where there is a lot of interaction with other areas, from the viewpoint that it is important to control infection in places where people eat and drink, which are considered to have a high risk of infection.

2) Fukuoka region as a whole, where the number of new cases per 100,000 population in the last three days is equivalent to or higher than stage 4 of the national index.

Other areas were also considered to be added to the action area if the infection spreads further. Furthermore, depending on the situation, we are considering issuing a "Fukuoka Corona Special Alert" and request the national government to declare a state of emergency.

Request to Prefectural Residents

As requested on Thursday, July 29 (THU) the prefecture government’s own measure for the Fukuoka Corona Alert, we would like to request the following from August 2 (MON) to August 31 (TUE).

Refrain from unnecessary outing, including during the daytime. Especially at night, refrain from going out after 20:00 in the designated areas and after 21:00 in other areas.

Even if you need to go out, try to do so in small groups with your family or friends, and avoid crowded places and times.

Refrain from unnecessary and unnecessary movement across prefectural borders, especially to and from prefectures in the Emergency Measures Area.

Refrain from using restaurants that do not have thorough infection control measures in place.

Do not enter or leave restaurants after the time when the change of business hours is requested, and do not engage in activities with a high risk of infection, such as eating and drinking in groups on the street or in parks.

When using restaurants, keep the number of people in a small group to a short time.

Request to Restaurant and Bar Owners

The period is from August 2 (MON) to August 31 (TUE).

The area to be covered is Kitakyushu City, Fukuoka City, Kurume City, and municipalities in the Fukuoka area.

The Fukuoka area includes Chikushino City, Kasuga City, Onojo City, Munakata City, Dazaifu City, Koga City, Fukutsu City, Asakura City, Itoshima City, Nakagawa City, Kasuya County, and Asakura County.

The following is a request to restaurants and bars in the area under the measures.

The business hours must be from 5:00 to 20:00.

No alcoholic beverages are to be served.

Please make sure that the space between seats is at least 1 meter or that acrylic panels are installed to prevent infection.

The following is a request to restaurants in cities, towns, and villages outside of the measure area.

The hours of operation should be from 5:00 to 21:00.

・Serving of alcoholic beverages is limited to restaurants that have posted the "Infection Prevention Sticker" issued by the prefecture and have posted a self-checklist infection prevention measures, such as installation of acrylic panels and ventilation, in a place in the restaurant that is visible to users. In this case, alcoholic beverages must be served from 11:00 and the order-stop time must be 20:00. If alcoholic beverages are served, they must be served only to groups of four people or less.

The space between seats must be at least 1 meter or an acrylic panel must be installed to prevent infection.

In both the area under the measures and other areas, restaurants that are mainly engaged in eating and drinking, such as snack bars and karaoke cafes, and that provide karaoke facilities, are requested to refrain from using such facilities.
Restaurants and bars that comply with these requests will be provided with cooperation money.

The amount of cooperation fee is 40,000-100,000 yen per day depending on the sales amount in the area where the measures are taken.

In areas other than the areas where the measures are taken, the amount is 25,000 yen to 75,000 yen per day, depending on the amount of sales.

In both cases, large companies will receive up to 200,000 yen per day depending on the amount of decrease in sales.

Restaurants that have received the cooperation money in the past will be given 800,000 yen in advance for 20 days of 40,000 yen in the areas under the measures, and 500,000 yen in other areas.

In addition, restaurants that stop serving alcohol and shorten their business hours in the area under the measures will also receive a rent subsidy of 2/3 of the monthly rent, with a maximum of 200,000 yen.

Since the switch from the prefectural government's own measures to the Priority Measures has been made abruptly, a preparation period for the transition has been set because restaurants and bars in the area of the measures need to take measures such as suspending the supply of alcoholic beverages. During the period from August 1 until the shift to the priority measures to prevent the spread of the disease, the prefectural government will provide a cooperation fee of 25,000 yen per day. If a business establishment in the area of the measures responds to the request for the measures during the period of preparation for the transition, the cooperation fee for the priority measures, which is 40,000 yen per day or more, will be paid from the day of the response.

To facilities that attract visitors

Large-scale customer gathering facilities (over 1,000 square meters) such as department stores and pachinko parlors located in the designated zone will be requested to keep their business hours until 20:00. However, daily necessities and services will be excluded. We also request that theaters, cinemas, gymnasiums, etc. limit the number of people (up to 5,000 people).

Facilities that attract visitors and their tenants that respond to the request will be provided with cooperation money. The amount of cooperation fee will be calculated by multiplying the "payment amount per day*" by the "ratio of the time reduced in response to the request.

*For large scale facilities that attract visitors, 200,000 yen per day for every 1,000 square meters / For tenants, 20,000 yen per day for every 100 square meters

Events

For events, the maximum number of people will be limited to 5000 from August 2 (MON) to August 31 (TUE). In the case of loud cheering and shouting, the maximum capacity is limited to 50% or 5000 people, whichever is smaller. The event should be held between 5:00 and 21:00.

Request to Businesses

Aiming at a 70% reduction in the number of employees who go to work, working from home should be thoroughly implemented, and even when employees do have to go to work, efforts to reduce contact with other people, such as staggered work hours and bicycle commuting, should be strongly promoted. As clusters are occurring in workplaces, caution must be taken when going to different rooms, such as break rooms and smoking rooms. Please ensure that businesses alert their employees of this issue.

Other support policies

Many businesses other than restaurants will be affected by the priority measures. For this reason, the prefectural government will provide its own monthly support grant to small and medium-sized businesses whose sales in August decrease by more than 30% but less than 50% compared to the same month of the previous year, which is not eligible for the national monthly support grant. In addition, for businesses selling alcoholic beverages that will be severely affected by the suspension of the supply of alcoholic beverages, new support measures will be implemented, such as the provision of the prefecture government’s own monthly support payment side-by-side with and on top of the national monthly support payment.

We will consult with the prefectural assembly and try to get their approval for the support measures, as budgetary measures are necessary, and measures need to be taken without any delay. If the content of the measures changes as we discuss with the prefectural assembly, we will inform you again.

The current infection situation is critical, and we must do whatever we can to stop the further spread of the disease. We would like to ask for the understanding and cooperation of all prefectural residents and businesses.
